BTW- In New Jersey a citizen can issue a summons
Perhaps the Public works guy was handicapped? Don't jump to conclussions.
He even has a hadicapped decal on the side of the door. They are of the opinion that we are all crazy.
It's like the monkey in the zoo looking at the people" look the people dangerous & are all fenced in from us inteligent monkeys."
